Child Protection Officer

Purpose of the post:
Responsible for facilitating and influencing the State Government’s policy, planning, implementation, monitoring and evaluation, for Child Protection programme in Assam. The incumbent works at the State and District level. He/she works under the daily supervision of the Chief Field Office and takes sector specific guidance from Child Protection Section.
Major Duties and Responsibilities:-
1. Provide support to the planning, implementation and monitoring of the Child Protection programme in Assam, with a special focus on the roll out of the Integrated Child Protection Scheme (ICPS), implementation of Juvenile Justice Act and other child protection related legislation, harmful social norms, and on specific interventions for marginalized children including those of Tea Communities, children affected by trafficking, HIV/AIDS, civil strife, etc.
2. Assist in convening strategic partnerships among government, non government and community based organizations to impact on child protection policies, to support child protection programmes and leverage resources in the State. Participate in meetings with Departments responsible for programme/project review, and follow up on implementation of recommendations and agreements. Assist in the development and/or introduction of child protection approaches, methods and practices, in particular those related to ICPS/Juvenile Justice/Social Protection services, Child Labor, Child Trafficking and Children affected by HIV/AIDS.
3. Provide capacity building inputs and technical support at district and state level with regard to ICPS, Child Labor, Child Trafficking & Children affected by HIV/AIDS. Provide technical expertise as required, facilitates learning exchanges as well as policy influencing.
4. Proactively collaborate with programme colleagues to provide and receive knowledge and assistance. Assist in the development of an appropriate communication and information strategy to support and/or advocate for child protection policy and programme development. Assist in the planning and formulation of Communication for Development (C4D) initiatives with respect to child protection.
5. Facilitate the review of systems and capacity related to delivery of services to children and the interventions to improve such systems and capacities. Undertake field visits to monitor programmes as well as conducting periodic programme reviews with government counterparts and other partners. Analyze and evaluate data and/or take corrective action when necessary, to meet programme/project objectives.
6. Follow up and check financial and supply and non-supply reports for project activities, ensuring proper and timely expenditure within allotments; Assist with preparation of donor reports, visits, etc., Ensure government financial accountability and certify disbursement and liquidation of Cash Assistance to Government and NGOs, as per UNICEF rules and procedures and related Administrative Instructions. Assist in managing funds and liquidating cash advances; maintain ProMS data.
Qualifications, Experience and competencies required:
1. University degree in any of the following: Social Sciences, Law, Child Development, Education, Human rights or other fields related to the work of UNICEF.
2. Minimum two years progressively responsible professional work experience in social development and in particular in implementation and monitoring of large scale child protection programmes (Child Labor, Juvenile Justice, Child Trafficking, Children & AIDS and related areas). Good understanding and knowledge of government systems at state, district, and village levels. Knowledge and proven application of project cycle management, Log Frame Analysis, an added advantage.
3. Fluency in English essential. Knowledge of local working language(s) of the duty station, an asset.
4. In depth understanding and knowledge of the child protection issues and sector
5. Current knowledge of development issues, strategies, as well as programming policies and procedures in development cooperation, in particular pertaining to child protection.
6. A strong familiarity as to how public administration systems affect delivery of results for children
7. Drive for results.
8. Understanding of social mobilization and behavior change communication.
9. Understanding of the importance and role of partnerships.
10. Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
11. Analytical, negotiating, communication and advocacy skills.
12. Excellent drafting/writing skills.
13. Training ability.
14. Computer skills, including internet navigation, and various office applications.
15. Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the organization.
